On 23 July 2009, the ASEAN Centre for Energy (ACE), PT. Entec Indonesia (Entec) and Technical Education Development Center (TEDC) stated their intention to support the setting up of an ASEAN Hydropower Competence Centre (HYCOM) through signing the Letter of Intent (LoI).

The establishment of HYCOM is expected to fill the gaps in the provision of a technical centre which offers training, development and research assistance to the small-scale hydropower sector.

Following the Letter of Intent, a steering committee from the three parties will be formed to discuss open issues and monitor the project progress.

The construction is expected to take place on the fourth quarter of this year.
